IRN Online Platforms will be inactive from October 29 to November 2, due to the entry of a new Decree-Law

On November 1, 2015, Decree-Law No. 201/2015, of September 17, will approve the accounting model for registration services of the Institute of Registries and Notaries, IP (IRN). Will have implications for various IRN applications.
As such, the Online Platforms of the civil, land, commercial and automobile registration services will be unavailable in the period between 20:00 on October 29, 2015 and 08:00 on November 2, 2015. All services Civil registration (including civil registration certificates), land registry and car registration will be inoperative. Citizen Card services will not be affected.
The law also introduces changes as regards the payment methods accepted by the registration services in general, as well as changes to the refunds on emolumentary payments that may take place, including those relating to payments by check.
Thus, and whenever this is the payment method used, it must be taken into account the need to use a check or bank check of entity with representation in Portugal issued to the order of the said Institute of Registries and Notary, I.P. Regardless of the registration service in question.
The aforementioned law provides, however, that the following entities may make payments by non-approved check:
  • State;
  • Autonomous regions;
  • Local authorities;
  • Autonomous funds and services;
  • Entities that integrate the business sector of the State, Autonomous Regions and local authorities;
  • Other public corporations.
Emolumentary refunds are now made centrally by the IRN, under the terms of articles 12 and 13 of the aforementioned law.
