Applications for the Public Administration Modernization and Training Support System (SAMA2020)

The deadline for submitting applications for the Public Administration Modernization and Training Support System (SAMA2020)
The deadline for submitting applications for the general scheme is 15 September 2015.
For applications for joining thematic operations, the deadline for submission of applications is 31 July 2015.
Applications should focus on the following strategic objectives and priorities:
A) Reduce the costs of context by increasing the availability and promotion of the use of public administration network services and improving their efficiency;
B) Qualify the provision of public service through the training of employees in public functions.
In addition, operations must compete for:
I. The Government's strategy for modernization and administrative simplification, in particular that established in Decree-Law no. 135/99 of April 22, as amended by Decree-Law no. 73/3014, And in Decree-Laws no. 72/2014 and 74/2014 of 13 May, of which:
A) The implementation of better responses to the needs of citizens and companies, both through simplification of regulations and internal processes, through the dematerialisation and automation of processes, and through the valuation of new organizational models that allow the achievement of efficiency gains ;
B) Promote the provision of services and the dissemination of services and administrative information at the single points of contact between citizens or other economic agents and the Public Administration through the creation and use of Portals and websites and their integration at the counter (The entrepreneur's desk) and the citizen portal, as portals for the presence of the Public Administration on the Internet;
c) Assegurar o princípio do “Digital como Regra” através da digitalização de serviços, criando instrumentos para uma prestação de serviços públicos não só mais eficaz para os cidadãos e agentes económicos, mas também para a própria Administração Pública;
d) Disseminar e adotar soluções de “Identificação eletrónica”, em particular através da criação de mecanismos que permitem a identificação de cidadãos, de forma desmaterializada, possibilitando a autenticação e a assinatura eletrónica, tais como o Cartão de Cidadão e a Chave Móvel Digital, bem como a utilização do sistema de certificação de atributos profissionais, com vista à concretização da solução single sign on nos portais da Administração Pública, nos termos do disposto na Lei n.º 7/2007, de 5 de fevereiro, e na Lei n.º 37/2014, de 26 de junho;
e) Consagração do princípio “only once” criando a capacidade dos sistemas de informação interagir entre si, do ponto de vista técnico e semântico, para que haja uma orientação a serviços baseando-se em standards e normas abertas, nomeadamente com recurso à Plataforma de Interoperabilidade da Administração Pública (iAP), previsto no artigo 28.º-A do Decreto-Lei n.º 135/99, de 22 de abril, aditado pelo Decreto-Lei n.º 73/2014, de 13 de maio.
II. O Plano global estratégico de racionalização e redução de custos em TIC, na Administração Pública.
 
No âmbito do presente Aviso, são suscetíveis de apoio as seguintes tipologias de operações:
a) Operações de Modernização da Administração Pública, cofinanciadas pelo Fundo Europeu de Desenvolvimento Regional (FEDER), enquadradas nas alíneas a) e b) do n.º 1 do Artigo 83.º do RECI;
B) Training actions for employees in public functions, co-financed by the ESF, within the scope of Article 83 (3) (a) of the RECI, as long as they are associated with modernization operations of Public Administration.
This notice allows the submission of applications in the general tender system, as well as the presentation, also insolvency, of applications for thematic operations:
Integration of Services with the Entrepreneur's Desk (BDE);
Implementation of the One-Time Principle and adherence to the iAP platform;
Promote the provision of services using Electronic Authentication;
Cross-cutting measures to rationalize TICA;
Information security and information management systems.
 
Within the scope of this Notice, the following types of operations may be supported:
Public Administration training operations co-financed by the European Social Fund (ESF), which fall under Article 83 (2) of the RECI.
This notice allows the submission of applications in the general tender system, as well as the presentation, also insolvency, of candidacies for the thematic operation called Training for regulatory impact assessments.
A public session of dissemination and clarification to the beneficiary entities will shortly be held.
